Secor Road retail project gets the go-ahead from Toledo plan commission

The second phase of a retail transformation in West Toledo is moving forward after getting approval by the Toledo City Plan Commission.

The complex, called the Village at Secor, is located at 3311 Secor Rd. The site is currently a vacant commercial parcel formerly occupied by an Elder-Beerman department store.

Initial site plans show the development will consist of three buildings: one structure with three retail stores, one with two multitenant buildings, and a standalone restaurant.

“As you can see, basically, it’s going to be three buildings eventually,” said Jim Sutphen, who was representing the property owner. “One large building on the far north side, two buildings on the far south side we’re going to combine into one … and then we have an outline along Secor that will, hopefully, be a future restaurant.”

No one spoke for or against the project at Thursday’s meeting. A neighborhood meeting was held on Jan. 28, according to documents submitted to the plan commission, and about 15 people attended.

The commission members at Thursday’s meeting voted unanimously to approve the site plan review. Member Rachel Momenee was absent from the meeting.

The Village at Secor is adjacent to Westgate North, a retail development located at 3450 W. Central Ave. Toledo City Council approved a planned unit development for that project in October.

Initial site plans for Westgate North include four proposed buildings: one that will contain four big-box retail stores, one with two retail stores, one structure with two restaurants, and the last will be a standalone restaurant.

Westgate North is owned by Chicago-based Westgate Village North LLC, which is affiliated with Abell Associates led by Liz Holland.

The Village at Secor is owned by San Diego-based Niki Toledo LP, but the applicant is Westgate Village North LLC, according to documents submitted to the plan commission. Toledo City Council approved tax exemptions for both sites in November.

The sites are in the district of Councilman Sam Melden, who has been a vocal supporter of the projects.

“Today is so exciting because we used an economic development tool to create a project that’s going to be very attractive and very exciting for the city,” Melden said at the time. “I’m convinced when residents see what retailers are being brought to this area, they will be impressed.”

According to the legislation passed by council, the Westgate North project is a $50 million investment and is expected to create more than 80 permanent jobs.

The Village at Secor is a $31 million investment and is expected to create more than 64 permanent jobs.

At a community meeting in September, Holland said the company expected to start construction on Westgate North this month and stores would open in summer 2027.

At Thursday’s meeting, Sutphen said the developers hope to break ground in mid-March, but he declined to give a timeline for the Village at Secor.

“It’s on the heels of [Westgate North],” he said. “But we just don’t know when we’ll get started.”
